BOARD OF SPECIFIED JURISDICTION
Our next Board of Specified Jurisdicaton meeting will be on Monday, December 11 at the Our Lady of Victory Parish Hall at 5212 W Agatite Ave, Chicago, IL 60630, (773) 286-2950. The Open Meeting will go from 6:30 - 7:30 pm. AGENDA IS HERE.
The Board of Specified Jurisdiction (BSJ) exists to serve Pope Francis Global Academy, which resides within the four parishes (Our Lady of Victory, St. Cornelius, St. Pascal, and St. Tarcissus ) of the Archdiocese of Chicago. The Pastors have the ultimate responsibility for their parish and the Executive Pastor and Superintendent of Schools have the ultimate responsibility for the school.
The Executive Pastor and Superintendent delegate to the Head of School responsibility for the daily operations of Pope Francis Global Academy. It is the Pastor and Superintendent who establish the Board of Specified Jurisdiction.
Such a Board of Specified Jurisdiction is intended to bring professional expertise in the specified areas to enhance the educational and spiritual leadership the school. The Executive Pastor and Head of School do not relinquish their leadership in the school’s educational program and its Catholic identity and practice, and spirituality; they welcome the BSJ and its members to collaborate in providing for a strong infrastructure for the school in Planning, Development, Finance, Marketing, Recruitment and Enrollment Management.

Maria Carlos – Chair
Maria has been a parishioner of St. Cornelius for 33 years. Her daughter attended St. Cornelius School from Pre-K through 8th grade, then on to St. Ignatius College Prep, and then to get a Masters from DePaul University and she’s now an intensive care nurse.
Maria is an accountant with over 20 years of experience in non-profit accounting and the financial administration of educational institutions (K-12 and Higher Education.) With an MBA from Loyola herself, Maria has a commitment to involvement in Catholic Education.
Maria’s core values include her Catholicity, education, Catholic education, service and continuous improvement.
Ryan Duggan - Catholic Identity
Ryan and his wife, Darlene, have three children who attend Pope Francis Global Academy in grades 3, 2, and Kindergarten. They are active parishioners of St. Tarcissus Church and have served on numerous boards, groups and committees for the school and parish at large. Ryan believes that being a member of the BSJ allows him to support, in a tangible way, the mission of the school and the goals of our Teachers and Administrators.
Ryan is a graduate of the University of Chicago where he subsequently spent 15 years working in Biomedical Research. Currently a Senior Scientist at AbbVie working in Immuno-Oncology, Ryan is able to approach complex questions or problems and apply pragmatic solutions to such problems.
On the newly formed BSJ, Ryan will be serving as the chairperson of the Catholic Identity committee, which is charged with furthering our school's Spiritual Charter. To Ryan, it is our Catholic Identity as Pope Francis Global Academy, which differentiates us
from all other schools and he believes the execution of our Spiritual Charter in the
day-to-day operations is our mandate.
Lillian is a St. Pascal parishioner and the proud mother of three children; the two oldest attend the PFGA South Campus. Lillian and her husband, Ben, are both working artists. In addition, Lillian works as a full time art teacher at a suburban public school.
Lillian has been working in education for twenty years. She has taught in both public and private schools, elementary level, as well as high school. She has also served on the fine arts faculty at both DePaul University and the School of the Art Institute of Chicago. Lillian holds a Masters in Fine Arts from the Maryland Institute College of Art, a BA from De Paul University, and Certificate of Art Education from the School of the Art Institute of Chicago. She looks forward to bringing the perspective of both an educator and a parent to the BSJ.
Katie is the proud mother of two PFGA South students – Jane, a 5th grader and Abby, a 3rd grader. Katie and her husband Mike have been parishioners at Our Lady of Victory for 11 years, and their girls attended school there starting in Pre-K 3. They are a proud Catholic School family and they intend to continue to be positive advocates for Catholic Schools and for Pope Francis Global Academy for years to come.
Having received a bachelor’s degree in English from Eastern Illinois University and a master’s degree in Reading from Roosevelt University Katie has been an English and Reading teacher at Palatine High School for 18 years. She is also a high school swim coach.
Katie hopes to bring her background in education and strong Catholic faith to assist PFGA with building what she believe will be a “destination” school for all of Chicago’s northwest side.
Gina, born and raised in Chicago, has dedicated her life to public service, having spent over two decades working to build strong neighborhoods throughout our great city. In her current role as Assistant to Alderman Deborah Mell, Gina oversees a wide range of responsibilities ranging from directing legislative affairs and identifying critical capital investments to arranging for the delivery of critical city services. Prior to serving as a
trusted advisor to Alderman Mell, Gina served as the Assistant Sergeant at Arms in the Chicago City Council. In that role, she served as a key liaison between elected officials and the many departments and agencies within the city. She looks forward to bringing this range of professional experience to the various initiatives the BSJ will be undertaking.
Gina is a proud alumna of Notre Dame High School for Girls. She also expanded her technical skills through coursework at Robert Morris College. Outside of her professional life, Gina is a devoted wife and mother to her three children. They currently reside in the Portage Park neighborhood.
John is an active community member with a strong financial background and looks forward to the opportunity to lending his financial advisory and group facilitation skills to our school community.
As a graduate of St. Robert Bellarmine and Gordon Tech High School, his roots are strongly tied to the Northwest Side of Chicago, the community and to Catholic education. served by Pope Francis Global Academy. With a Masters from DePaul University, John is a licensed Certified Public Accountant in Illinois as well as a Certified Managerial Accountant.
Over the course of his career, John has helped corporate clients find efficiency in their tax departments through the effective use of technology and collaborative process improvement. He also has a strong background in large group facilitation, creative solution development and problem resolution.
Outside of work you can find John volunteering as a Boy Scout leader (St. Tarcissus - Troop 969), keeping score for his son’s travel baseball team, and always cheering too loudly at his daughter’s basketball games.
Jeremy is a parishioner of Our Lady of Victory along with his wife Elizabeth, and their daughter, Audrey, who is a 1st Grader at Pope Francis Global Academy.
Jeremy was motivated to join the BSJ in order to do his personal best to see that his daughter gets an excellent education and for him, that meant to offer up his time, talent and treasure.
As a teacher at Ariel Community Academy, which is a magnet school in Chicago Public Schools, he has a B.A. in Political Science and International Relations from Arizona State University, and an MA in Teaching from National Louis University.
Jeremy brings to the board the perspectives of a parent, a teacher and also a variety of management and finance experience.
Linda Mendoza and her husband are active parishioners at Our Lady of Victory Parish, doing a wide variety of volunteer work in the church. They are also quite active in the Scouting program at OLV. Currently the lead catechist for the Children's Liturgy of the Word, Linda is also active as a catechist for the age 22 and up group, in the SPRED ministry for adults with special needs.
Linda considers it a blessing to have worked at Our Lady of Victory School for many years in the Pre-K room. She and her husband also had the privilege to have had both of their children graduate from OLV and then further their education in Catholic high schools and colleges. She believes in the power and strength of Catholic education, and fully supports the mission of the Pope Francis Global Academy.
Through God's grace, Linda hopes to sponsor and build up the Catholic Identity of the school, with joy and enthusiasm!
Kerry is very excited to be part of the BSJ for Pope Francis Global Academy. She has 2 sons at the North Campus and a future wolf pup at home.
As an alumna of St. Tarcissus, Kerry went on to do her under graduate at Loyola University Chicago, graduate school at Boston University, and in 2015 she received a Masters in Educational Leadership from Northeastern Illinois University. Kerry is in her 12th year of teaching Latin at New Trier High School in Winnetka.
Kerry is excited to work with the other members of the BSJ, the PFGA administration, the school families, and the parish communities to help the school succeed in fulfilling its Spiritual Charter of forming students in the spirit of the Gospel and preparing them to be committed disciples of Jesus Christ.
